Courtney Gilstrap LeVinus

Courtney Gilstrap LeVinus is President and Co-Founder  of Capitol Consulting, one of the most respected  political consulting, advocacy, and association management firms in the State of Arizona. Founded in 1999, the firm specializes in advocacy, public affairs, grassroots and coalition building, and policy development at the federal, state, county and municipal levels.  It also provides association, non-profit and event management. 

She has represented a variety of organizations and groups including but not limited to The Arizona Multihousing Association, The Industrial Development Authority of Maricopa County, The Central Arizona Chamber Coalition, The Arizona Exposition and State Fair, The Tucson Metropolitan Chamber of Commerce,  The Building Owners and Managers Association,  The Arizona Society for Human Resource Management, The Arizona Pest Professionals Organization,  Arizona Commercial Real Estate Women, The National Association of Women Business Owners – Phoenix Chapter, The Arizona Society of Association Executives,  Oasis Tucson, Arizona Sportsmen for Wildlife Conservation, The Arizona Association for Home Care, Arizona Building Officials, Courtland Homes, Riverside Resort and Casino, TriVIN, Inc., Picerne Residential Group, Maricopa County Superior Courts, and The International Code Council

She received the Phoenix Business Journal's prestigious “Forty Under 40” award for being a leader in her field. She was also part of the Arizona Multihousing Team that won the “National Apartment Association Paragon Award” for grassroots advocacy on four separate occasions. She served as a Commissioner for the Arizona Department of Housing and the Maricopa County Housing Authority. 

She is President Elect of the International Dyslexia Association- Arizona Branch, has been a member of the Junior League of Phoenix for sixteen years, is an avid marathoner and triathlete and was part of the MR8 team that completed the 2014 Boston Marathon while raising over $40,000 for Boston area charities. 

Courtney graduated from Texas Christian University with a Bachelor's Degree in Business Administration.  She lives in Paradise Valley, with her husband Chuck, and her son, Charlie.


Jake A. Hinman 

Jake has been with the firm since 2010.  He directs advocacy on behalf of the firms’ clients at the Arizona Capitol.  Jake also works extensively in City Halls across the state, and has built strong relationships with both elected leaders and executive staffs. 

Prior to joining Capitol Consulting, Jake worked for the Arizona Multihousing Association where he was responsible for conducting research to support the association’s advocacy positions. Jake developed and managed proactive targeted advocacy, media, public relations, and internal and external communication strategies. Jake also administered the association’s political action committee and the political endorsement process.

Jake received his Bachelor’s degree from Arizona State University in business and political science. While completing his degree, Jake interned at the Arizona Foundation for Legal Services and Education (AZFLSE), the non-profit foundation of the State Bar of Arizona assisting the public legal information manager.

Jake currently serves as the chair of the Housing Authority of Maricopa County and has served on numerous boards including the City of Phoenix Central City Village Planning Committee, the City of Phoenix Development Advisory Board, the City of Goodyear Water Services Advisory Board, the City of Phoenix Water Advisory Board and was chair of the Arizona Fair Housing Partnership.


Cindy Hesch

Cindy provides association and event management services for our Association and Non-Profit clients.  She presently has responsibility for management of two association clients, assists with communication and web-site and financial management.  Since joining Capitol Consulting in 2004 Cindy has continued to hone her skills in all aspects of association management and is an active member of the Arizona Society of Association Executives.
