Courtney Gilstrap LeVinus

 

Courtney has more than fourteen years experience as a lobbyist and public affairs professional.  Throughout her career, Ms. LeVinus has worked extensively with state, municipal and county governments and has enjoyed a high level of success in solid representation of the interests of her public and private sector clients.  Just recently she was recognized by the Phoenix Business Journal as an up and coming business leader in their Forty Under 40 issue and received the National Apartment Association Paragon Award for the grassroots advocacy campaign which worked to defeat a municipal sales tax proposal, saving her clients over 12 million dollars per year. 

During her tenure as a lobbyist she has represented a variety of groups and organizations including: The Industrial Development Authority of the County of Maricopa, The Central Arizona Chamber Coalition, Arizona Multihousing Association, The Tucson Metropolitan Chamber of Commerce, Arizona Building Owners and Managers Association, Arizona Society for Human Resource Management, Arizona Pest Professionals Organization, Arizona Sportsmen’s for Wildlife, the Arizona Association for Home Care, Arizona Building Officials, Courtland Homes, Riverside Resort and Casino, triVIN, Inc., Picerne Residential Group, Maricopa County Superior Courts, The International Code Council and the National Private Duty Association – Arizona Chapter.

In 1999, Ms. LeVinus and Suzanne Gilstrap co-founded Capitol Consulting, a firm dedicated to government lobbying; public affairs issue management, coalition building, policy development as well as campaign, association and event management.

Prior to the formation of Capitol Consulting, Ms. LeVinus worked for six-years in the health insurance industry as an Account Manager and Sales Representative with CIGNA Healthcare of Arizona and as founder and President of the Northwestern Group, Inc., an employee benefits consulting and brokerage business.  Courtney has a Degree in Business Administration with a major in Finance and a minor in Speech Communication from Texas Christian University.  Courtney was born and raised in Arizona and is married to Chuck LeVinus and they have a seven year old son.  In her free time Courtney is a Commissioner for the Arizona Department of Housing, a 15 year member of the Junior League of Phoenix and runs marathons.

 

Jake A. Hinman 

Jake received his Bachelor’s degree from Arizona State University in business and political science. While completing his degree, Jake interned at the Arizona Foundation for Legal Services and Education (AZFLSE), the non-profit foundation of the State Bar of Arizona assisting the public legal information manager.   

In 2008, Jake joined the Arizona Multihousing Association (AMA) where he was responsible for conducting research to support the association’s advocacy positions. Jake developed and managed proactive targeted advocacy, media, public relations, and internal and external communication strategies. Jake also administered the association’s political action committee (PAC) and the political endorsement process.  

Jake currently serves as the chair of the Arizona Fair Housing Partnership, and is a member of the City of Phoenix Development Advisory Board, Maricopa County Housing Authority Advisory Board, the City of Phoenix Water Advisory Board and as a Precinct Committeeman. Jake is responsible for research and municipal lobbying and working with Suzanne and Courtney at the Arizona legislature.

 

Cindy Hesch
   

Cindy provides association and event management services for our not-for-profit clients.  She presently has responsibility for management of two association clients, assists with communication and web-site and financial management.  Since joining Capitol Consulting in 2004 Cindy has continued to hone her skills in all aspects of association management and is an active member of the Arizona Society of Association Executives.
